The scope of this research paper should focus on training exercises and public information distribution issues.
Please discuss the elements of the exercise program other than the public information distribution issue. While you may use the TOPOFF/NLE examples you are not limited to those exercises as your examples. You are encouraged to use formal reports of similar LOCAL (Tampa FL) exercises if that information is available. However any example that you use must include or you must provide the direct NIMS nexus as does TOPOFF/NLE. Issues such as actual media participation in these exercises, actual participation by senior level government authorities (president, cabinet member, senior command authority, governor, mayor, sheriff, fire/EMS chiefs, etc.), delegation of authority to make announcements, timeliness, etc. might be general areas of discussion. There are many more.
If you wish to expand your comments to include actual NIMS operations and not just exercises, you will need to also locate and document creditable after action reports of terrorist incidents that specifically address these issues. Your analysis should include a comparison of the exercise objectives, the NIMS objective and how those actual objectives were achieved during the event. Incidents in a scope and complexity comparable to the 2001 Anthrax attacks, the 1996 Atlanta Olympic games, the 1993 World Trade Center bombing, or even the 2005 London England public transit bombings might be appropriate in scope and will include formal reports/studies. It is preferable that you address problem issues that you believe would relate to CONUS incidents and the American (United States) attitude.
Consider addressing issues such as: What would our approach, mental outlook, attitude, etc. be in providing media information and in conducting training to the NIMS community where the local media is an active participant? Of particular interest is the attitude of the general public and the media in the use of official press conferences or news releases when the public perception of events is different than the official perception. How would you overcome non participation in these exercises by local media?
While not a terrorist event you may wish to review the media coverage process of the 2010 Gulf of Mexico/Deepwater Horizon/British Petroleum or similar events to gather an understanding of how relationships exist and how different attitudes prevail during significant national events. President Obama received a considerable level of criticism for a lack of active involvement during that event. President Bush received the same level of criticism during Katrina.
